Narendra Modi’s Foreign Policy – Japan

In the world of obfuscation of national frontiers, in the age of internet and social media reach, no country can remain isolated. It shouldn’t either. Foreign Policy is, thus the most important aspect of modern governance.

When Prime Minister Narendra Modi took oath of office, it was widely assumed and believed that due to lack of international exposure, he would rather falter if not fail in Foreign Policy. But Prime Minister Narendra Modi surprised his friends, critics and enemies alike. Today after almost 18 months, foreign policy initiatives have become his strongest achievement and accomplishment.

In my last blog I wrote about 3 epoch-making initiatives of Prime Minister Narendra Modi in the realm of foreign policy. He initiated 3 forums to support India’s World View. During the U.N. Climate Change Conference 2015 in Paris [ COP 21 ] , he proposed a new forum of 120 nations named INTERNATIONAL SOLAR ALLIANCE [ I.S.A. ]

Thus the above mentioned 4 new forums bearing Prime Minister Narendra Modi’s signature are there in the foreign policy domain and they will remain the biggest hallmark of India in the coming days. India’s 1st big initiative, Non-Aligned Movement [ N.A.M. ] , started by 1st Prime Minister Jawahar Lal Nehru is, for all practical purposes, now dead. No other Prime Minister after that could usher anything worthwhile. So it is right to say that in the realm of Foreign Policy Narendra Modi is the 2nd most successful Prime Minister of India. He is 2nd to Jawahar Lal Nehru only technically. In fact he is 2nd to none.

4 most successful initiatives of Prime Minister Narendra Modi till date :

1 – Forum for India-Pacific Islands cooperation [ F.I.P.I.C. ]

2 – Indian Ocean Outreach Programme [ I.O.O.P. ]

3 – India-Africa Forum Summit [ I.A.F.S. ]

4 – International Solar Alliance [ I.S.A. ]

 

Foreign Policy successes, apart from multilateral forums,  is also measured in bilateral terms. Prime Minister Narendra Modi scores in this arena also.

Till date Prime Minister Narendra Modi had made 30 foreign trips. He has made 1 visit each to 26 countries. They are : Australia, Bangladesh, Bhutan, Brazil, Canada, China, Fiji, Germany, Ireland, Japan, Kazakhstan, Kyrgyzstan, Malaysia, Mauritius, Mongolia, Myanmar, Russia, Seychelles, Sri Lanka, South Korea, Tajikistan, Turkey, Turkmenistan, UAE, UK & Uzbekistan.

Prime Minister Narendra Modi made 2 visits each to : France, Nepal, Singapore & USA.

Prime Minister Narendra Modi participated in following multilateral meetings also. They are : BRICS [ Fortaleza & Ufa ] / G-20 [ Brisbane & Antalya ] / ASEAN [ Naypyidaw & Kuala Lumpur ] / SCO [ Dushambe & Ufa ] / IBSA [ New Delhi ] / INDIA-AFRICA FORUM [ New Delhi ] / SAARC [ Kathmandu ] .

He has developed unique and intimate relationships with almost all the world leaders. Prime Minister of Japan Shinzo Abe is one of them.

Shinzo Abe came to India on a 3 day official visit on December 11, 2015. This visit, apart from clinching of several deals and contracts, will always be remembered for GANGA AARTI in Varanasi.

Arun [ The Last ] Nehru

Today as I am sitting in Gurgaon , Haryana [ National Capital Region ] and waiting for the cab to arrive and take me to Indira Gandhi International Airport , New Delhi , I cannot miss the irony of the situation .

It is uncanny that this blog , which is an obituary of Shri Arun Gandhi , is being written in Gurgaon . Shri Arun Nehru died in Gurgaon . This blog is being written on August 25 , 2013 . Shri Arun Nehru died exactly one month before . He breathed his last on July 25 , 2013 in Gurgaon .

I would say that he was a reluctant politician and after retiring as a politician , he became a columnist and he was an excellent columnist .

He was member of the 7th and 8th Lok Sabhas from Rae Bareli on an Indian National Congress ticket . He , after resigning from the Congress , was member of the 9th Lok Sabha from Bilhaur as a Janata Dal leader.

Arun Nehru was born in Lucknow, Uttar Pradesh, and had worked in business for 17 years , before he entered politics . He was president of the Jenson and Nicholson group at the time when his aunt , Indira Gandhi, persuaded him to change career .

As a representative of the Indian National Congress , Shri Arun Nehru was a member of Parliament in the 7th Lok Sabha (1980-84) and 8th Lok Sabha (1984-89) . Aside from sitting on various consultative committees during this time , he was Union Minister of State for Energy (December 1984—September 1985,) and for Home Affairs (September 1985—October 1986) .

Later due to some differences with his cousin Shri Rajiv Gandhi , he left the Indian National Congress for Janata Dal and was elected to the 9th Lok Sabha, where he was Union Minister for Commerce and Tourism (December-November 1990) .

During his tenure as minister in the Home department in 1985-86, he was allegedly involved in the Czech pistol case, where a deal with a Czechoslovakian firm Merkuria Foreign Trade Corp. had resulted in a loss of around INR25 lakh . But it is not the time to discuss such issues . We should be respectful to the departed soul . A man should not be criticized , when he is not there to defend himself .

Rastra Dharma Rakshak : A Denunciation

I was closely following the political turmoil which gripped BJP after its Goa National executive Committee meet . I was particularly peeved when some disgruntled youth protested in front of Advaniji’s house in New Delhi . The banners they used informed us that they belonged to a little known organization called Modi Sena .

One can draw the inference that officially BJP or Shri Narendra Modi has nothing to do with it . But I remember one more protest of the same nature against Shri Atal Bihari Vajpayee . When there was a rebellion against Shri Keshu Bhai Patel , Atalji went to Gandhi Nagar to broker peace . Keshu Bhai Patel was removed and Suresh Mehta was anointed as Chief Minister of Gujarat . There were protests against Atalji . When he was heading for airport , his car was gheraoed by few slogan shouting youth . At that time also protesters shouted obscene slogans against him . At that time also we were informed that they were some disgruntled youth and they don’t belong to the party . And we believed .

But some disgruntled youth again appeared and shouted slogans against Advaniji . Coincidence can’t happen again and again . Who is responsible for this act . How come few disgruntled youth appear on the scene when something happens which is not liked by someone . And yes , they have audacity to protest against Atalji and Advaniji and that too with impunity .

Apart from the protesting disgruntled youth , there is one organization called Rastra Dharma Rakshak also in the arena . If you write or say anything against a leader which is not liked by them , they will hurl abuses and post extremely obscene comments on facebook . I am curious to know about the Rastra Dharma Rakshak and Shri Dhiraj Desmukh , who seems to be heading this organization . They proclaim to admire Shri Anna Hazare , Baba Ramdev and Shri Narendra Modi . But in order to admire above mentioned great personalities , you need not ridicule or insult the other ones .

Previously they used to post obscene comments and insulting  pictures of Shri Manmohan Singh and Shrimati Sonia Gandhi . In democracy you can oppose any person or leader and even criticize them . But it should be done in a decent , civilized way . To Photoshop any leader’s photo and then posting it on social networking sites is unethical .

Their bent of  mind is puzzling . Is it necessary to support everyone whom they support ? Are we duty bound to acquiesce to their dictates ? If it is so , is it good for democracy ? Or it is democracy at all ?

If Advaniji says that he is not well , so he is not well . If he doesn’t want to go to a particular meet , it is his choice . He doesn’t need Rastra Dharma Rakshak’s nod for that or their permission to skip the meet . Any one wanting to know their bent of mind can send them friend request on facebook and see what they write . It is filthy . It is vulgar . It is uncouth . It is demeaning to even reproduce those postings here .

Yesterday the man to be abused was Shri Lal Krishan Advani . Today the goal-post has changed . It is now turn of Shri Nitish Kumar . I also wish that in the interest of the nation BJP and JD ( U ) should work together . But if  JD ( U ) wants to break the relationship , it is their choice . But all of a sudden according to Rastra Dharma Rakshak , Nitish Kumar is supposed to be getting money from Pakistan . May I demand to know  why was it not reported earlier ?

In politics it is your right to criticise . But to rebuke , ridicule or insult is neither your right or your prerogative .

I denounce Rastra Dharma Rakshak . They have no place in democracy . Their autocratic behaviour poses dangerous signal . I do respect Shri Anna Hazare , Shri Narendra Modi and Baba Ramdev . But I won’t allow myself to be forced to like or admire them . In fact years ago , when the embers of Gujarat riots were still hot and burning , I wrote two blog post in support of Shri Narendra Modi . But I refused to be dictated by Rastra Dharma Rakshak and its patron Shri Dhiraj Desmukh . To admire Shri Narendra Modi , I need not be ridiculing Shri Advaniji . As I have written in the beginning :

If it is right of Rastra Dharma Rakshakt to admire someone , then it applies to me also . They cannot dictate terms or force me into subjugation . I may be small . I may be alone . I may be in minority but I still have the mind of my own which refuses to be cowed down by a Rastra Dharma Rakshak . I finish my blog by remembering a poem written by Dr. Dharam Vir Bharti .

मैं

100 Years of New Delhi

On December 12 , 2011 New Delhi completed 100 years of its existence . During British period Calcutta [ now Kolkata ] was the capital of India . During Dilli Darbar of King George 5th ,  foundation stone for the new capital of Indian Empire was laid and thus New Delhi came into existence . It took three and a half months for the British government to decide on shifting the capital . Total cost of shifting was 4 million sterling pound .

1ST AVATAR – HASTINAPUR : It is needless to say that Dilli , now known as Delhi , is much older city . It is one of the oldest existing cities in the world along with Varanasi and Jerusalem . Seat of power since Mahabharat days , Dilli was then known to the world as Hastinapur . Kingdom of mythical Maharaj Shantanu and his descendants ; Kauravas and Pandavas ruled from here and this era ended with Parikshit and Janamejaya . It happened 5,000 years ago . It is said and believed that Purana Qila or Old Fort was built on the same place , where the mythical kingdom of Pandavas once existed . This is the first avatar of Dilli .

Though modern history starts with the Sultanate Period [ 12th century ] but existence of Iron Pillar near Qutub Minar indicates that Gupta Kings must have some kind of authority over Dilli as the Iron Pillar , which is situated in the Qutub Minar compound , was built by king Kumar Gupta 1 of Gupta dynasty .

2ND AVATAR – QILA  RAI PITHORA : 2nd avatar of Dilli began to take shape with the Tomar kings . They stablished their capital here . Anangpal was the first Tomar king . Prithvi Raj Chauhan defeated Tomars and stablished Chauhan dynasty . Legendary Prithvi Raj Chauhan was , incidentally , the last Hindu ruler of Dilli . Ruins of his fort Lal Kot , now known as Qila Rai Pithora , is still there . Prithvi Raj Chauhan was defeated by Muhammad Gori and was taken to Ghazni as prisoner , where he died . With his death Chauhan era ended . With the end of this era 2nd avatar of Dilli also lost importance .

3RD AVATAR – MEHRAULI : After Prithvi Raj Chauhan’s defeat and his subsequent banishment , Qutubuddin Aibak became the ruler of Dilli and made Mehrauli his kingdom . Qutub Minar is testimony of his rule . Thus Mehrauli became the 3rd avatar of Dilli .

4TH AVATAR – SIRI : 4th avatar of Dilli was built by Alauddin Khilji . Alauddin Khilji made his new capital at Siri . His tomb is situated nearby in Qutub Minar complex .

5TH AVATAR – TUGHLAQABAD : 5th avatar of Dilli was built during the Tughlaq period . It was built by Ghiyasuddin Tughlaq and its name was Tughlaqabad .

6TH AVATAR – JAHAPANAH : 6th city was built by Mohammad Bin Tughlaq , named Jahapanah . It was situated between Siri and Qila Rai Pithora .

7TH AVATAR – FEROZABAD : 7th avatar was Ferozabad , also called Feroz Shah Kotla . Firozabad was built by Feroz Shah Tughlaq .

8TH AVATAR – SHERGARH : 8th avatar was built by Sher Shah Suri . It’s name was  Shergarh . It was situated near the mythical Indraprastha of Pandavas .

9TH AVATAR – LODHI GARDEN : 9th avatar was built during the reign of Lodhi rulers . It is known as  Lodhi garden .

10TH AVATAR – SHAHJAHANABAD : 10th avatar of Dilli is Shahjahanabad . It was built as the kingdom of Shahjahan . It was a walled city with 6 gates . Lal Qila and Chandni Chowk are part of this city built by Shahjahan. Lal Qila or Red Fort is engrained in the memory of every Indian as the symbol of Dilli . Indian Tricolour was unfurled from the ramparts of Red Fort on August 14 , 1947 . It is a custom , which is still followed on the Independence Day .

11TH AVATAR – NEW DELHI : Then comes New Delhi or Nai Dilli , the 11th avatar , which is also known as Lutyen’s Delhi . It is believed to be the 11th city of Dilli within Dilli . Leading British architects Sir Edwin Lutyens and Sir Herbert Baker were appointed as the main architects of the new city . The new capital was named  New Delhi in 1927 and was inaugurated on February 13 , 1927 by Lord Irwin .

On December 12 , 2011 New Delhi celebrated 100 years of its existence . Magnificent Rashtrapati Bhawan , and the administrative headquarters , known as North Block and South Block amply testify the tale of New Delhi . A city of intrigues , political conspiracies and game Delhi or Dilli stands supreme and was resurrected every time after its destruction .

Along with Jerusalem , Dilli also tells age-old tales of survival and is now a modern metropolis . I conclude this blog with a Hindi poem , which I read years ago and in my opinion these lines tell the tale of Dilli , which is now known as New Delhi .
