MUMBAI – MAHARASHTRA – INDIA           APRIL 28, 2015           11.59 P.M.

When Narendra Modi got elected as the Prime Minister of India, many people, mainly his opponent and detractors thought that foreign policy will be his Achilles Heels. But they were for rude shock. Narendra Modi made giant leap in foreign policy affairs and now criss-cross the world arena as a colossus.

His lectures in front of India Diaspora in United States of America and Australia last year and more recently in Canada this year made history.

Next month he is going to China. As per news paper reports, same euphoric welcome awaits him in Shanghai. Here is the report :

Prime Minister Narendra Modi’s Madison Square-style event in Shanghai during his upcoming visit to China has generated a “terrific response” from Indian professionals and students based in various cities in the Communist nation.

Modi plans to give a speech in Shanghai similar to the one at New York’s Madison Square Garden last year on his US visit.

This will be the first time an Indian leader has attempted such an event in China which until recently had very few Indians.

From across China there has been a “terrific response” for the prime minister’s event being organised by the Indian community on May 16, a social media message by the Indian Association of Shanghai said, ahead of the last day for registration tomorrow.

“This will be the biggest Indian get-together ever to happen in China,” the association notice’s said.

With burgeoning trade links following gradual improvement in relations, the number of Indians in different Chinese cities is now estimated to be around 45,000 which includes over 13,000 students while the rest comprises businessperson and professionals working for local and multinational firms.

Indian associations from various cities like Beijing, Shanghai, Shenzhen and Guangdong with large concentration of Indians, have sent notices a fortnight ago asking people to register for Modi’s event.

About 4,000 people are expected to attend the event.

Modi will be arriving on a three-day visit to China on May 14, his first after taking over as prime minister.

As per the programme being worked out, he would begin his trip with a visit to the ancient city of Xian, the hometown of President Xi Jinping who will host Modi with informal get together showcasing Chinese hospitality, culture and Buddhism.

Xi plans to reciprocate Modi’s hometown diplomacy in Ahmedabad when the Chinese leader visited India in September.

The scene will shift to Beijing the next day with Modi scheduled to have talks with Xi and Premier Li Keqiang. Modi is also expected to address Chinese students at Tsinghua University here besides taking part in a colourful Yoga and Chinese martial art Tai Chi along with Li.

Besides the Indian community, Modi will also address a ‘Make in India’ business meet to woo Chinese investors.

His visit is expected to firm up several agreements and announcements. Expectations are also high here that he may extend an e-visa facility to Chinese nationals to attract larger numbers of tourists from China.

Several countries have wooed Chinese tourists as about 100 million of them travelled abroad last year, spending billions of dollars.

India this year is organising a ‘Visit India Year’ to attract Chinese tourists 1.70 lakh of whom visited India last year while over 5 lakh Indians visited China.

Chinese officials have proposed initiatives like Buddhist circuit as well as group tours linked to Sri Lanka and the Maldives to attract more Chinese tourists to India.

Inder Kumar Gujral : Father of A Failed Doctrine

I K Gujral

MUMBAI – MAHARASHTRA – INDIA           DECEMBER 02 , 2012           11.40 P.M.

Inder Kumar Gujral , the 12th Prime Minister of India , ruled the country for almost 11 months . He was Prime Minister from April 1997 to March 1998 . He , apart from his brief tenure , will always be remembered for 3 (in) famous legacies . He was the second Prime Minister of India , who ruled the country without being elected to Lok Sabha . He was member of Rajya Sabha throughout his tenure . His immediate predecessor H. D. Deve Gowda was the first one to govern the country from Rajya Sabha . His second controversial act was to dismiss BJP government of Uttar Pradesh led by Kalyan Singh . His third (in) famous legacy was a foreign policy doctrine known as ” Gujral Doctrine ” .

Born on December 04 , 1919 in the Jhelum district of undivided Punjab , he died on November 30 , 2012 in Gurgaon , Haryana .

As a student in Lahore , he was member of Communist Party of India . He joined Indian National Congress in 1964 . He was Minister of Information and Broadcasting in the Indira Gandhi government during the dreaded emergency . He allegedly refused to obey commands of Sanjay Gandhi and thus was out of favour . He was later appointed as the ambassador of India to USSR [ Union of Soviet Socialist Republic ] , now known as Russia . It goes to his credit that he continued to hold the position during the tenure of Morarji Desai and Charan Singh regimes also .

He , after returning from USSR , resigned from the Congress in 1980 and joined Janata Dal . He was Minister of External Affairs during the regime of V. P. Singh . He again retained the same ministry during the tenure of H. D. Deve Gowda . The year was 1996 . During this period he propounded his (in) famous doctrine , known as ” Gujral Doctrine ” .

In 1997 , Congress withdrew support to H. D. Deve Gowda government and it collapsed . To avoid general election a compromise was stitched and Inder Kumar Gujral was sworn in as the 12th Prime Minister of India on April 21 , 1997 .

As I have stated earlier , as a Prime Minister he supported the dismissal of Kalyan Singh government of Uttar Pradesh in 1997 and tried to impose president rule . The then president of India K. R. Narayanan refused to sign the recommendation and sent it back . Inder Kumar Gujral government had egg on its face when Allahabad High Court also gave decision against the President’s rule . He had to eat crow .

His another controversial legacy is his (in) famous ” Gujral Doctrine ” . According to this doctrine India , being a big brother , should not demand reciprocity while dealing with her immediate neighbours like ; Pakistan , Nepal , Bangladesh , Bhutan , Maldives and Sri Lanka . Without caring or demanding for any kind of reciprocity , India should give all she can with generosity and magnanimity .

Though I have all the respect for this erudite statesman , I submit with all the humility that ” Gujral Doctrine “ is flawed . 26 / 11 and other terrorist incidents are ample proof of the futility of ” Gujral Doctrine ” .

As the news of his death came , I remembered his suave and gentle persona . He was our 12th Prime Minister during fluid and turbulent times . He erred when he dismissed Kalyan Singh government in Uttar Pradesh and again succumbed to his innate kindness while propounding ” Gujral Doctrine “ . Real – politic should follow Chanakya or Machiavelli . It should never be based on utopian philosophy of goodwill and generosity .

As per Hindu tradition one should not speak ill of the dead person . But since Inder Kumar Gujral was the Prime Minister of this country and his actions affected us enormously , so it is pertinent to analyze his tenure . This blog precisely does that .

I mourn his death and offer my condolences .

60 Years of Coronation of Queen Elizabeth II

MUMBAI – MAHARASHTRA – INDIA           JUNE 07 , 2012           01.40 A.M.

Queen of United Kingdom (as well as Canada, Australia, and other Commonwealth realms )

I am a student of history and I have studied History of England also . I am quite familiar with numerous kings and queens of United Kingdom . When I was doing post graduation in English Literature , British history was a subject in the University of Allahabad .  Reign of Queen Victoria always fascinated me . Her reign is epochal and will be remembered because she is the longest reigning monarch in the history of United Kingdom . She ruled for 63 years and 7 months .  Since Queen Elizabeth II , is celebrating diamond jubilee of her coronation this week , and she has become the 2nd longest reigning monarch of United Kingdom after Queen Victoria , I thought that I must write a blog on this event .

She is the longest-lived and second-longest-reigning monarch of the United Kingdom, after Queen Victoria and the second-longest-serving current head of state after King Bhumibol Adulyadej of Thailand , who ascended the throne in 1946 , 6 years before Queen Elizabeth II .

For the connoisseurs and students of history , Queen Elizabeth II has other many fascinating records also to her credit . She outlived many Prime Ministers of India and United Kingdom and several Presidents of France and United States of America . During her 60 year-long tenure , India has seen , from Jawahar Lal Nehru to Manmohan Singh , as many as 13 Prime Ministers . Out of these 13 Prime Ministers 09 are already dead .

During her tenure , USA saw 12 Presidents . From Harry S. Truman , the 33rd President to the present incumbent Barack Obama , the 44th President , she has seen them all .  Out of these 12 Presidents of USA , 7 are already dead .

During her tenure , France elected as many as 11 Presidents . Out of these 11 Presidents ; 2 belonged to the 4th French Republic and the rest 9 , including the present incumbent , belonged to the 5th French Republic .

She , during her tenure , administered oath of office to as many as 11 Prime Ministers of United Kingdom . Out of these 11 Prime Ministers , many served for more than one term .

So for the record , she has seen 11 Prime Ministers of United Kingdom , 11 Presidents of France , 12 Presidents of USA and 13 Prime Ministers of India . 3 more years of her reign and she will eclipse Queen Victoria also as the longest reigning monarch of United Kingdom .

” Queen Elizabeth II (Elizabeth Alexandra Mary; born 21 April 1926 is the constitutional monarch of 16 sovereign states known as the Commonwealth realms, and head of the 54-member Commonwealth of Nations. She is also head of state of the Crown Dependencies. On her accession in 1952, she became Head of the Commonwealth and queen regnant of seven independent Commonwealth countries: the United Kingdom, Canada, Australia, New Zealand, South Africa, Pakistan, and Ceylon. Between 1956 and 1992, the number of her realms varied as territories gained independence and some realms became republics. Today, in addition to the first four aforementioned countries, Elizabeth is Queen of Jamaica, Barbados, the Bahamas, Grenada, Papua New Guinea, the Solomon Islands, Tuvalu, Saint Lucia, Saint Vincent and the Grenadines, Belize, Antigua and Barbuda, and Saint Kitts and Nevis. Her reign of 60 years is the second longest for a British monarch; only Queen Victoria has reigned longer at 63 years. Elizabeth’s Diamond Jubilee is being celebrated during 2012. ”

Queen Elizabeth II and Prince Philip

Records always fascinate me . Queen Victoria’s reign of 63 years and 7 months [ 20 June 1837 – 22 January 1901 ] , Queen Elizabeth’s reign of 60 years [ 6 February 1952 – Present ] and Thailand’s King Bhumibol Adulyadej’s reign of 66 years [ 9 June 1946 – Present ] is very fascinating for me .

I have nothing new or personal things to say about Queen Elizabeth II . She ascended the throne in 1952 , the year I was born in and she is still there as I am a 60-year-old man . I did watch her celebrating her Silver Jubilee in 1977 and Golden Jubilee in 2002 . And in 2012 , I am watching her celebrating Diamond Jubilee of her coronation . The fact that she is the second longest reigning monarch of United Kingdom and within 3 years she will become the longest reigning monarch of United Kingdom , is very exciting for me .

I think , I will be witness to that epoch – making event also , when she will become the longest reigning monarch of United Kingdom . Or who knows , she might outlive me also as she outlived so many people .
